About us.......

History and Location

Welcome to Newmacq Community Housing Co Ltd ("Newmacq").  I trust you will find this site useful and informative.  Please don’t hesitate to contact us directly with your inquiry if you prefer.

Newmacq  was established in 1984 and is a company limited by guarantee operating as a not for profit, corporate organisation. It is primarily directed at the community housing sector and generally operates in the Newcastle and Lake Macquarie council areas and the nearby areas of the Lower Hunter Valley and Port Stephens.

Broadly speaking, Newmacq is funded under the Community Tenancy Scheme ("CTS").  The objects of CTS are set out within the June 1994 Department of Housing Document entitled ‘Guidelines for the Operation of Schemes Funded under the Community Tenancy Scheme.

Newmacq also manages the Inner Newcastle Affordable Rental Housing Program ("ARHP"). This latter program is funded under the Building Better Cities Program ("BBC") which was jointly funded by the Commonwealth and State Governments responding the need for affordable housing and reducing ‘housing stress’ in the targeted areas. 

Housing stress is broadly defined for the lower 40% of income earning households in Australia, as paying over 30% of income for housing.

This program has been part of a hugely successful renewal of Honeysuckle precinct and surrounds of inner Newcastle as well as providing affordable housing and being a catalyst for market regeneration and growth.

Location of Housing Portfolio

There are 89 Affordable Rental properties located in the inner Newcastle areas of Maryville, Tighes Hill and Hamilton and there are & units owned by Newmacq in the Lake Macquarie Local Government Area.

The Social Housing portfolio is located in the following local government areas: 

  • Newcastle (72.5%);
  • Lake Macquarie (23%);
  • Port Stephens (1.5%);
  • Cessnock (1.5%); and
  • Maitland (0.5%).

The majority of these properties are leasehold (40%), followed by capital ((27%), and affordable (17%). The majority of properties are two bedroom (41%) followed by three bedroom places (33%) and one-bedroom places (20%).  There are also (6%) of four and five bedroom properties.

Eligibility for Housing

To be eligible for the affordable housing program, applicant households must be earning between $20 - 50,000 per annum, of which 70% of that is derived from wages.  Applicants receive a discount on market rent to cause rent to be no more than 27% of gross income, up to a maximum discount of 60% of market rent.

Social Housing applicants are housed according to a 'wait-in-turn' allocation system, with a priority protocol. Priority is based on a points system which allocates priority under four main areas:

  • Financial Housing Stress/Unaffordable Housing;
  • Homelessness/Potential Homelessness;
  • Inadequate Housing/Unsafe Housing;  and
  • Additional Housing Stress/Disadvantage

Applicants for any Newmacq housing program must provide a "T" Number, which can be obtained from the Department of Housing, in order to be eligible for any housing program. 

In this category, there are four portfolio classifications in Newmacq which are funded by the Office of Community Housing under various programs.  Tenants in this program pay 25% of applicable household income as rent.  These programs are:

  • Capital Properties;
  • Leasehold Properties;
  • Supported Properties; and
  • Market Program
